Stamp duty and registration on Kaveri: what to check before you pay
How property registration works in Karnataka through the Kaveri system, what to verify about stamp duty and registration charges, and why we do not quote rates.
Short answer
Stamp duty and registration charges are two separate charges, and property registration in Karnataka runs through the Kaveri system. We do not print rates, because they can change. This guide explains what each charge is, what value it is based on, and what to verify with the official source before you pay.
Why we do not print rates
Stamp duty, registration fees and related surcharges are set by the state and can change by notification and by budget. A rate quoted in an article can be wrong by the time you read it, and an outdated figure can cost a buyer real money. So this article explains what to check and where, and it asks you to read the current rate from the official source.
What the two charges are
Stamp duty is a state tax on the document that transfers property. Registration charges are a separate fee for recording the document with the registration department. Both are paid when the sale deed is registered and both are usually calculated on a property value, with the details set by the state. Other charges can apply, such as cess or surcharges that depend on where the property lies, and the cost sheet should list whatever applies.
Our guide on the total cost of a flat names stamp duty and registration among the items to ask for in a written cost sheet. Treat any online estimate as indicative until you have that sheet.
What value the charges are based on
The charge has generally been worked out on the higher of the transaction value in the deed and a government guidance value for the property, but the exact rule, and the way guidance values are set, must be checked in the official notifications or with the registration office. Guidance values vary by location and property type, and they are revised from time to time.
This is why two similar flats can attract different charges, and why you should ask the registration office or your lawyer how the figure for your flat would be worked out before the day of registration. If the numbers in your cost sheet look different from the official method, ask for the calculation.
What Kaveri Online Services is
Kaveri Online Services is the system run by the Department of Stamps and Registration for property registration in Karnataka. Its services have included booking registration appointments, paying duty and fees, e-stamping and applying for an encumbrance certificate, and it hosts public information about the process. The range of online services changes as the department updates the system, so use the site's current menus and notices instead of an older description.
For an under-construction purchase, the sale deed is registered later than the agreement for sale. The registration steps for the deed follow the same system. Our article on the three documents explains the order.
A pre-registration checklist
These checks help you avoid surprises on the day. Do them in the days before the appointment, not at the counter.
- Read the current duty and fee rules on the official site, or ask the sub-registrar office how they apply to your property type.
- Ask your lawyer to confirm the value on which the charges will be calculated.
- Confirm the names, property description and consideration in the draft deed with the agreement.
- Check who pays the charges and in what mode, and keep every receipt.
- Book the appointment through the official system and note what identity papers each party must bring.
- Keep the registered copy and check that the details on it are correct before you leave.
Common mistakes to avoid
A frequent mistake is to take a duty figure from a friend, a website or a developer's brochure and not check it. A second is to treat the amount in a cost sheet as final when a surcharge, or a change in the guidance value, can alter it. A third is to leave the charges out of the loan and cash plan, which makes the day of registration expensive and stressful.
Understating the value in a deed to reduce charges is something the law treats seriously, and advice to do so should be refused. Ask a lawyer rather than a middleman how to structure a lawful purchase.
Keeping a paper trail
Keep the stamped deed, the registration receipt, the payment acknowledgements and any correspondence about the amounts in one folder, and make digital copies. These papers matter later when you apply for a khata transfer, when you take a loan against the property or when you sell. If a receipt is missing, ask the office or the portal how to obtain a duplicate, and do so soon after registration while the record is fresh.
Also note the dates. The sale deed carries the date of execution and the date of registration, and the gap between them can matter for some purposes, so ask your lawyer which date applies to which question.
How this connects to your loan and cash plan
Lenders generally fund a share of the property value and expect the buyer to bring the rest, and stamp duty and registration are usually the buyer's costs on top. Our article on home loan basics describes how to ask a lender what it covers. Add stamp duty, registration and legal fees to your cash plan early, using the current rates, and add a margin for changes.
What we cannot tell you
- We cannot give you the current stamp duty or registration rate. Read it from the official source and check the date of the notification.
- We cannot tell you the guidance value for a particular property. The registration department publishes and applies it.
- This is general information and not legal or tax advice. A lawyer should confirm the amounts and the process for your transaction.
Common questions
- Where is a property sale registered in Karnataka?
- Sale deeds are registered with the Sub-Registrar office. The Department of Stamps and Registration runs Kaveri Online Services for appointments and payments.
- Who sets stamp duty and registration charges?
- The state. Check the current rates on the official site, since they can change.
- Are stamp duty and registration included in the flat's price?
- Usually they are listed separately in the cost sheet. Ask for the written cost sheet to see what is included.
